The DOD harbors a culture of inefficiency regarding in-garrison uniform design and execution. Currently the five branches of the DOD have sepearate utility uniforms for in-garrison, and in-theater use. By establishing one common utility uniform with distinctive devices for each service, and exceptions made for mission specific requirements, such as has been sucessfully demonstrated with the OCP uniform in OPERATION ENDURING FREEDOM, the DOD could negotiate bulk contracts with manufacturers reducing overall life cycle costs for the procurement of uniform items. Additionally, a single uniform would eliminate the needless replacement of serviceable individual issue equipment simply due to the items having an outdated pattern. Finally safety would be increased with a combat-proven uniform.
