The New York Times story "As OSHA Emphasizes Safety, Long-Term Health Risks Fester" (Mar 30, 2013) makes it clear that the EPA is not taking a strong enough role in protecting US workers and consumers from exposure to harmful chemicals, in this case nPB used in foam based furniture. According to http://eerc.ra.utk.edu/publications/staff-reports/adhesivesCTSAfinalJune..., there are other solutions that are much less toxic and are being used in California where the rules are stronger.
In a free market, most companies will choose the cheapest legal solution to a design problem. We depend on the EPA to constrain those set of legal solutions so that even the cheapest one is not harmful. In this case, they (and OSHA) have failed.
