The federal government is the single largest electricity consumer in the United States, and its direct action in purchasing carbon-neutral, renewable energy may play a significant role in stimulating investment in clean domestic energy sources.
If President Obama were to direct all federal departments and agencies to sign long-term contracts (power purchase agreements) for 100% of their energy needs, he would succeed in creating a massive capital injection into renewables that would not require congressional authorization, nor would it be at risk of reversal by future administrations.
