Direct the FAA to close loophole allowing rotorcraft to ignore regulations for safe flight

Helicopters are aircraft that follow the same general rules of flight that fixed-wing craft and, in terms of disruption, can have a far more detrimental effect to areas below them due the nature of their flight physics and their ability to hover in place. The section of the Federal Regulation for General Operating and Flight Rules, Part Part §91.119 gives helicopter operators a loophole to avoid complying with guidelines that ensure safe and responsible flight. There is no good reason for this loophole to continue given the advances rotorcraft have made that make their operation as safe and manageable as fixed-wing aircraft. Please direct the FAA to amend Title 14 of Federal Regulations, Part §91.119 to delete section (d) (1).
