We want the FBI or other appropriate Federal agency to create a National Animal Abuser Registry, similar to the Sex Offender Registry, which would be composed of the names of anyone convicted of felony animal cruelty or felony animal abuse in any jurisdiction in the United States. This database will be open to public inspection. We want this because it has been well-established that animal abusers frequently escalate their abuse to humans.
