The recent Federal Appeals court decision has a larger concern than just Tier 1 providers (Comcast/Verizon) and Service providers (Netflix). ISPs can now determine who receives what and how quickly they get that content. This affects the end-user (you and me), especially anyone who downloads, streams or torrents a great deal.
End-users who do a lot of streaming or torrenting ensure content like Free Software (free as in freedom; not free beer), like LibreOffice, is readily available. This decision can now be extended the residential customer; an internet provider can now say, "Hey, your data usage is high if you want to keep your speed ... Pay Me."
Net-neutrality is not just about data being treated equally. It is also about freedom of access; not who can pay for access.
