Broadcast spectrum within the United States is the property of the people. Licenses given to corporations, both public and private, should reflect this concept and be distributed with the intent that broadcast media serve the public interest. Media and content are already rated to help parents determine what's appropriate for their children to consume, it's a simple next step to augment that system to identify content that is fictional, sponsored, or non-fictional. Content labeled non-fictional must adhere to a journalistic code of ethics (for example, similiar, identical to, or stricter than that of the SPJ, see http://www.spj.org/ethicscode.asp ). Claims of factual disputes may be filed against a broadcaster, who must air corrections in the same time slot the original piece was aired.
