Direct the FCC to restore Consumer Rights.

Consumer Rights have been eroded by loopholes for companies and copy restrictions for others. The basic right to fair use had been robbed by companies claiming it to be DRM.
The American public relies on the fair use doctrine as a basis for their rights as consumers. This has already been established with analog copies, but not digital. Make the FCC update fair use to digital broadcasts.
The broadcast flag stop the use of DVR software. Some cable companies scramble non scrambled stations. And satellite companies are exempt for these laws. Mandate that all originally broadcast signals remain so. And mandate access to alternate DVRs for Satellite providers, closing their loophole.
