The FDA uses the same threshold of effectiveness for all treatments, irrespective of the severity of the disease and corresponding risk tolerance of the afflicted. Pancreatic cancer is a near death sentence, so those suffering would be willing to try treatments that have 27.9% chance of failing, according to one study, where the FDA sets the threshold at 2.5%. This blanket approach fails to account for the differences in diseases and leads to greater suffering for those deprived of potentially life-saving treatments.
