Direct FEMA create a national pandemic treatment facility isolated from the general public using existing/new trailers.

During Apollo, NASA isolated returning astronauts in Airstream trailers and transported them to where needed. FEMA could use existing (or buy new) trailers to treat Ebola and other contagious patients in the US. Patients could be isolated in a treatment facility - perhaps on military base with a suitable airstrip. This could more quickly increase the number of available beds from the current 10. Using (mostly) metallic trailers could allow decontamination and reuse quickly. Trailers could be loaded into a C-130J, flown to a patient location and return the patient to the treatment facility. The plane itself would require minimal decontamination. Environmental heat/cooling and filtration is generally already built in. Minimal waste would need disposal.
