Direct the IRS to offer interest to be paid for the full prior year on transfers of tax refunds to new retirement funds.

We want to help people save for retirement. Today, less and less companies are offering full time employment those that do are not often sponsoring pension plans. So we need to do it ourselves. To help it along, the President needs to instruct the IRS to pay interest on any balance held by the IRS to be refunded directly into an individuals small IRA account. Let's stop suggesting and begin rewarding savings for retirement.
Also, would it not be inspirational to know that all federally held retirement funds was lent out to students to get training and education post secondary school. People might want to save if they believed the saving was doing some good work.
