Direct the justice dept. to open an investigation into the training of the LAPD in response to recent civilian shootings

Due to recent events, it has become clear that the Los Angeles Police Department, when under threat, ignores basic law and human decency, shooting civilians without warning or justification. At this point it is clear to any reasonable individual that they have swept aside the responsibility the goes along with their position and duty. When people can no longer trust local civic authorities to do what is right, they look to the federal government for assistance to bring back basic law and order. I implore the Obama Justice Department to head up an investigation into the training and culture of the LAPD, so that it is understood that if they continue behaving in such a manner, that there will be direct and serious consequences.
