The U.S. Trustee program, administered by the Dept. of Justice, is responsible for ensuring the integrity of the bankruptcy system.

Rather than investigating fraud, they have started an all out war on impoverished debtors and the bankruptcy petition preparers that assist them. Bankruptcy petition preparers operate with severe restrictions pursuant to the bankruptcy code and generally charge 80-90% less than their attorney counterparts and are often more experienced in bankruptcy matters.

In an attempt to protect attorney profits and prevent poor debtors from gaining access to the Courts, Trustees have imposed additional unreasonable restrictions on petition preparers and the fees that they charge, creating a system where only the rich obtain protection from their creditors.
