This petition encourages a low cost idea to increase the "certified" OPM paths and programs which would be either free or low cost to leaders aspiring to gain the executive core qualifications in government service. Currently, the system requires an agency to pay upwards of $20,000 and lose an employee for 3 weeks of paid leave. With MOOC's, and online courses like skillsoft, the government could leverage an already motivated leader to get qualified with little to no impact on his or her agency.
IF we are serious about filling the gap of qualified Senior Executives in government, we need to leverage advances in educational methods, promote cost effective strategies, and reduce the impact on agencies by way of allowing different certified OPM options.
