Illinois claims they are broke, and many insurance panels where families would use benefits for children's Mental Health services are refusing payment for 39 weeks! They expect private therapists in children's behavioral health practices to wait for payment ...indefinitely, while Illinois legislature does nothing.
Issue an Executive order to insurance panels making it illegal to hold the benefits families have paid for and thus holding payments to the therapists who are ready and available to help now.
