Direct the US Postal Service to abolish bulk rate mail delivery or charge full 1st class postage for it's delivery.

The overwhelming vast majority of bulk rate mail winds up (worst case) in the trash where it clogs up our landfills. The better case scenario is that it is recycled but even that doesn't account for the trees cut down to make the paper that almost no one wants in the first place. The elimination of bulk rate mail would allow the US Postal Service to concentrate on it's more profitable 1st class mail, certified & registered mail and package delivery. They could operate more efficiently & with fewer employees. Reductions in the work force could be accomplished over a number of years through attrition, retirement etc. Alternatively, if businesses feel strongly enough about distributing their advertisements, etc by mail then they should be required to pay full 1st class postage.
