Direct the USPS to deliver absentee ballots & other voting process mail for free. We shouldn't have to pay to vote.

The USPS requires postage on any applications for absentee ballots, voter registration forms and other election process material as if it is any other mail. Presumably some states or local boards of election are free to pre-pay for these materials, but many do not. This adds an additional burden and step to the voting process. The USPS should give all official election facilities a business-reply code like commercial mailings have -- for free. It's a simple change that will make all the paperwork back-and-forth of registering and voting (which itself needs streamlining, but that's for another petition) at least a bit easier. An easier process means more people voting and a more accountable political system. This first step is obvious -- voting shouldn't cost money.
