Create a realistic limitation on Congress's ability to vote on things that contain a direct conflict of interest for it's members, up to and including: Term limitations for serving members, Congressional raises, amount of time spent in session/amount of time spend in district.

Allow for a public vote to be factored into any such type decisions so as to limit corruption in long standing members ability to block progressive change.
