disallow amendments to bills to streamline congress and the senate

Too much time is spent trying to add in unrelated amendments to bills, which traditionally are considered "pork barrel". Instead, make it so that a committee can block a bill requiring that the bill's sponsor must make amendments to the bill themselves. The goal for this idea is to make bills smaller/shorter and more straight forward allowing the bills to get passed faster.
