Disallow banks gouging their customers for basic services or not having enough money, leaving them in a cycle of debt

Banks may do horrible things to their customers such as charging hidden fees or incomprehensibly charging for not having enough money in an account, which is impossible to correct when you're suffering unemployment and the bank is taking your hard earned money away from you. We should remember that the only purpose of a bank is to store our money, while granting us interest as they lend it to others and gain interest of their own. They are a business that makes money from sitting on money, and they do not need extra cash-siphoning power. Especially when they can't keep their own heads above water and need presidential assistance, they should not punish people who've fallen hard on their luck enough already.
