Disallow Counties from requiring bail for traffic violations before allowing the accused to have their day in court

Some Counties have begun requiring fines to be paid ahead of time prior to allowing defendants their day in court. They are doing this by referring to them as "bail". I believe this to be inherently wrong. I believe we are all innocent until proven guilty. By using this legal slight of hand the government is denying us our due process.
