disallow the petitioning of memorials, funerals, & the like by groups that show no respect for the victims and community

Groups like the Westboro Baptist Church in particular continue to show no respect for tragedies such as the one in Sandy Hook, funerals, and the like. They intend to petition the school in Newtown, Connecticut essentially saying what happened was God's will. Groups with this intention should not have the right to petition anywhere near the grounds. It's one thing to exercise 1st amendment rights, it's another matter to show just complete utter disrespect for such a terrible tragedy. The government needs to take action to prevent petitioning of such situations in the future.
