Disallow spending of social security funds for anything other than social security.

The social security "trust fund" is not a fund at all but a pay as you go system. This means that any time there is a surplus in collected funds the government is free to spend this on bugetary spending other than social security. Bush's tax cuts came from our 2.6 trillion dollar social security surplus. That money adds to our federal deficit. In 2016 it is estimated SSA will no longer be running surpluses and will have to reverse the funding stream. In effect regular taxes will be needed to fund social security. I propose the SS fund to no longer be a pay as you go system and disallow government coffer raiding to bolster political propaganda. i.e Tax cuts! They never cut our taxes, they borrowed our retirement to pay for it. Tell me, how will they (WE) pay it back?
