Disallow the voting rights of any non-taxpaying citizens.

To be eligible to vote in elections at any level, citizens must pay income taxes.
To allow non-taxpaying citizens to vote to increase taxes creates a moral hazard. Only those citizens with a vested financial interest in the direction of the United States will be allowed to choose its representatives.
Any citizen not currently paying income taxes may choose to refuse financial aid and pay an income tax to retain their right to vote.
This provision will be applied to one calendar year leading up to the election in question.
The petition does not apply to veterans; the voting status of all veterans will remain unchanged.
