Simple. Disband all local and federal police, or shift their duties in a way as to only observe and regulate vigilantism. It will be on the people to settle their differences, but done in a more noble way. In fact I do believe crime rates of all kinds would plummet. Simply challenge the action another person is doing to harm you or your friends or family, with a duel, fisticuffs, blades, guns, whatever you fancy. If we are all so intent on killing each other, at least do it the honorable way.
