Disband both the Central Intelligence Agency and the National Security Agency.

These agencies have grown in size, power, and ambition to the point of affronting human dignity and civilization.

First, although it is arguably necessary in times of war, spying is unquestionably dishonorable. Cultures across the globe and throughout history agree on this.

Next, these institutions are in practice not accountable to the law. Therefore, their activities are immoral in that they are contrary to Article 17 of the International Covenant on Civil and Political Rights of the United Nations, which was signed and ratified by the United States of America. It says, "No one shall be subjected to arbitrary or unlawful interference with his privacy, family, home or correspondence."

Finally, they are expensive, consuming hundreds of billions of dollars annually, with no benefit.
