Due to their inability to come together and work for the benefit of the country, Congress should be disbanded and replaced by Punxsutawney Phil. If he sees his shadow, the measure passes; no shadow, it's a no vote. More would be accomplished - and in a more sane manner - than Congress is able to do now, because Phil doesn't care about politics.
