Disband the V.A. To a pay only organization.

The V.A. Has admitted to becoming overworked, and not providing proper care for veterans. Fixing the V.A. Would be far too costly and take far too long to take care of the veterans currently awaiting care. Stripping the V.A. To a pay only (voucher-like) organization, which holds no medical records, and employs no medical personnel will allow veterans to get priority care at civilian hospitals, and medical facilities. By simply showing their defense department ID they would be allowed to receive free care at any point in time, at any medical facility, that facility would then bill what is left of the V.A. For reimbursement. The V.A would essentially be a non-profit insurance company for all U.S. Veterans providing them universal, civilian quality, life-long and unquestioned healthcare.
