Immigration reform is an issue that deserves a full airing before implementation, particularly if implemented without debate and voting in Congress. Regardless of whether the executive actions planned by the President can be implemented before November, 2014, elections, clearly the proposed details of the plan can be released before the elections. Candidates could debate and state their positions and the election could thus serve as a kind of referendum on this issue. The people should be heard.
