Whereas the District of Columbia has no permanent voting representation in the United States Congress

Whereas the United States Congress can review and overturn any local ordinance without judicial review

Whereas an American can legally vote for a representative during an United States election by absentee vote anywhere in the world except when that individual moves to the District of Columbia

Whereas the District of Columbia paid 20.7 Billion dollars in individual and business federal taxes in 2012 without input into the crafting of tax policy
