There are many necessary programs for basic human assistance. A cell phone is only a necessity in an emergency, so we should pool our resources and give phones that are no longer used and will contribute to toxic waste to anyone that has need to reach emergency services.
There would be no need to provide any service as all cell phones are supposed to call the local 911 service without need of a cellular plan.
The providers offering this plan at this time may wish to consider a low cost plan with very limited minutes so as to provide contact for doctors or job applications but it should NOT be paid for by the taxes.
