Discontinue obligating, or deploying U.S. troops overseas unless it is in direct defense of the U.S. or its territories. All deployments, conflicts, or wars will then have to be approved biannually by passing a nationwide, nonparty related majority vote of 61% in order to continue. Failure to pass by popular vote, all troops and civilian employees must be recalled to their previous duty station in no less than 91 days.
