Dismiss Congress. The President is ruling through executive order so they aren't needed. The Supremes can go later.

If the President intends to rule through executive order, congress is not needed. Think of the money that will be saved. They can stay home in their districts and vote by computer if they have the 2/3s votes needed to overturn Supreme Ruler. President Obama will still have the Supreme Court but he can deal with them at a later date. A few more czars may be needed to help conceptualize the new regime but that cost will be easily offset by funds saved when all congressional offices are closed. The new government will be much more efficient and that constitution will be easy to interpret since only Supreme Ruler (President Obama) will be doing the interpretation. If the job becomes burdensome he can temporarily call Dingy Harry Reid and Nasty Nancy Pelosi back for temporary duty.
