Tom Wheeler used to be a lobbyist to the Cable industry. Now he is the chair of a federal commission that was supposed to prevent monopolies and enforce neutral treatment of communications. Based on past experience alone, he cannot be considered capable of making a neutral and unbiased decision on the matter of Net Neutrality.
On April 30th, 2014, in the midst of a proposed merger between the two largest cable companies, Time Warner and Comcast (the combination of which would create an effective ISP monopoly in the US), Mr. Wheeler declared that he would rather acquiesce to a private ISP's declaration of net neutrality, instead of fighting for it.
