dismiss from VA incompetent & UNMOTIVATED non-medical staff

I think that any accurate polling of VA patients will show that the
complaints are mainly about the large number of low-level non-medical
bureaucrats staffing the various departments. Possibly as many as one
third of these seem hardly competent, as well as poorly motivated. As
they used to say in the early 1960's, the rockets being launched at
Cape Canaveral should be named "Civil Service," as they don't work and
you can't fire them. I suspect that a simple GED test would determine
that a large number of them should never have been hired.
Going through the patient advocate may expedite things and/or may
cause further difficulty -- depending on the personal relationship
between the advocate and the person complained about. I get the
impression that these people cover for each other.
