disolve the FEHBP and require ALL federal employees and elected officials to enroll in the Affordable Care Act

It seems redundant and a waste of tax money for Federal employees to have private healthcare through the FEHBP. The government could simply add all or a portion of the amount paid for FEHBP to the employee compensation who could then buy into the ACA saving the government money in administration and the individual employee in premiums. Additionally, the fact that some goverrnment employees are exempt is a disgrace and ruins the credibility of the entire ACA.
