Disposal of US Flag services for the general public

Provide a service for the general public that allows them to drop off a US flag that is no longer serviceable for disposal, and advertise this service nationally. I suggest that all military active duty, reserve, and national guard units take this task.
I have noticed over the years that many individuals and businesses display flags that are dirty, tattered, torn, and otherwise unserviceable. When I have approached them with my concerns, most say that they don't know how to properly dispose of it or they don't feel right about burning it.
With so many people wishing to show their patriotism by flying the US Flag, I think the federal government should do their part in supporting disposal for the public when flags are no longer serviceable.
