Please disregard all movements, petitions, acts, amendments, proposals, referenda or any other legislation or policy-change that call to exile, strip of citizenship, deport or punish in any other way any one who petitions or calls for secession of any body of local government or governments from the United States of America to create it's own NEW government.
The ability to talk about these issues and to petition for them is protected by many laws, not the least of them the first Amendment and freedom of speech. Punishment for discussing or petetioning for these issues is essentially denying that freedom of speech.
The argument that by even broaching such a subject makes petitioners ineligible for protection under the inalienable Constitutional law would not hold up in court.
