Whereas persons advocating free use of controlled substance(s) can be assumed to be intoxicated by the very same substance(s), substances which are known to affect judgment, the government should not consider the claims made. On receipt of such advocacy, the government should instead assume that advocates of such substances are not acting of their own volition. Alternatively, the government needs to treat such efforts as an appeal for help, and respond by committing to more support and withdrawal programs related to the the advocates' addition.
