Congress is no longer representing us. They are representing lobbyists and special interests groups, who both now override the will of the people. Dissolving Congress leaves their disgustingly bloated paychecks to be saved by the government towards better use. When a Congress member votes "Present" with his or her voice, they effectively silence the voices of millions and millions of people who need their input on that legislation the most. Under a "no Congress" system, bills are directed straight to the people, like how a democracy SHOULD function. The founding fathers set up Congress/Electoral Colleges because they, (to put it nicely,) didn't believe in the mental capacity of their citizens. Please Mr. Obama, move us in the right direction to get the peoples' voices heard!
