The U.S. Government has, for many years, been beholden to Special Interest Groups (SIGs) as well as their own agendas. Line Item Veto power, which has been attempted on a few occasions, was finally ruled unconstitutional by the SCOTUS in 1998 (cf. Clinton vs. City of New York) and, as a result, has allowed continued subservience by those who were duly elected to _represent the people_ to instead represent those who can afford to lavish them with vaguely legal gifts and generous donations to their re-election campaigns.
The time has long since been ripe for a wake-up call to Congress to remind them why they were elected. If the current Congress isn't willing to fulfill that responsibility, let's get a set of adults in D.C. who will.
