welfare was never designed to be used the way that it is being abused today. people who believe they can survive off of welfare without every putting something back into it; High school kids feel they can simply get pregnant and live off the system.
I simply propose that we reformat the system and have it work for those who truly need it, for the rest we could provide a free or reduced education system like a trade school so that they may start contributing to society.
