Divert more of the military to domestic causes.

We have our soldiers scattered needlessly around the world... in a time of PEACE! Most of the countries that we have military bases in do not desire our presence. Why not get rid of those provocative installments and implement the army on the Domestic front, particularly in Crime-filled regions. As long as there is intense domestic crime, we should have heavily armed soldiers marching through our own territory to eliminate criminals. If crime is suppressed enough for a region to be considered controllable by a local police force, then we send them into Allied bases to keep their training up-to-date and also into countries posing a threat to the U.S. and its allies.
