USAID based on 'Race to the Top'

'Race to the Top' is a federal education policy that rewards states, with education funds, for coming up with creative and effective policies to improve education in their state. Ideas are vetted based on their merits, like the awarding of a research grant. States benefit because they can promote legislation unique to their locality; the federal government benefits because the money is used efficiently. All of academia benefits through the generation of new pedagogic practices.

Dolled out in this manner, USAID will be more efficient and effective because it is based on programs the recipient countries devised. Countries will also be more vested in their own programs success. It swill help the US evaluate the impact of USAID. This will save lives.
