Divide congress into seperate houses based, with one house for social issues and the other for spending issues.

Issues like gay marriage and abortion are very seperate from issues such as government spending and entitlement programs, yet the two party system often ensure that you vote the same way. If you vote for a democrat, you're typically voting pro choice and for entitlements. If you vote for a republican, you're typically voting pro life and for less government spending. But what about the voter who believes in pro life with a social welfare system for the new mother? Or the gay marriage advocate who believes in reduced spending?

We need to seperate each house of congress into two sub-houses. One sub-house will focuse on social issues and policy such as gay marriage and abortion. The other sub-house will focus on finance related issues, such as entitlement programs and military spending
