NY State is Composed of 2 diametrically Opposite Sub Populations. A Inner City/Urban/Suburban Population Setting and a Rural Agricultural Based System. The N.Y. State legislature which primarily is made up of the Residents of the Inner City/Suburban ineffectively administer to the needs of the Agricultural Based Population. This then deprives both groups of Fair Representation in the N.Y. State legislature. The dissolution of New York into 2 seperate but equal States will allow the Population of the two States to flourish according to their unique potentials
