Do Away with the 5 Year Tour DoD Regulation for Federal Employees

During the Cold War a policy was written for DoD employees that served overseas for the Govt. The DOD Policy DoDI 1400.25-V1230 states the maximum tour length for overseas duty is 5 years with a possible 2 year extenion.

Why is possible for stateside Govt Employees to homestead and Overseas employees a 5 year limit?

People work in the US because they want to work there. People work overseas because they want to work there.

So why can't overseas American employees have the same rights to build a family and live overseas as the Americans stateside?
