Remove congress, and allow citizens to vote THEMSELVES for or against a bill.
A congress was created to allow 'equal' voices in the government when it was impractical. It is more than practical now. Once a quarter even.
It would take care of many, many issues. The american people do not revere the government as the politicians do not serve the people. they serve themselves. It would cut the budget significantly in many areas, not just the immediate salaries of the congress, but of security personnel, research personnel, secretaries, and kick backs from lobbyists.
