I think that it is necessary for background checks to be run on people who are on welfare and/or food stamps to see if they have a record of drug abuse, addiction or selling drugs in an effort of breaking the law (and for some again). If the person who is wanting food stamps or is recieving welfare checks has a criminal record, I do not think that they should receive either one of those for their own good.
