If you are a business residing in the USA then your workforce should be employed in the USA. We need to stop allowing the companies who Outsource their employment outside the USA. If businesses decide to hire outside the USA, they should be taxed and fined heavily. It's an outrage that our employment rate is so low and companies are allowed to save unimaginable amounts of money on outsourcing and child labor.
